Yes, Some badly deep Scratched / Damaged Video Game Disks can not be  surfaced.  One quick and easy way you can check your problem CD Video Game Disks to see if they are worth resurfacing, is to hold the bottom side of your Video Game CD's them up to a bright light.  If you can see light thru pin holes or scratches thru the top side silk-screened label, that Video Game CD can not be resurfaced and the Game disk will have to be replaced.
